About the Ontario government’s Benzene Technical Standard
Ontario has a unique regulatory approach to improving local air quality that starts with setting science-based standards to protect human health and the environment. While these standards may not always be achievable due to limitations in technology or economics, the goal is to reduce emissions through continuous improvement and best-available technologies and practices over time.
Some facilities that are not able to meet an air standard may request a site-specific or technical standard. These standards require companies to invest in the best-available technologies and practices to reduce air emissions and improve air quality over time.
These standards are all about getting new investments in modern air pollution controls with the goal of minimizing air pollution over time. The MOECC closely oversees the companies’ progress to ensure they are achieving the desired results.
According to the Ontario government, vast improvements have been seen to address air emissions as a result of this regulatory approach.
How does Imperial use the monitoring data collected?
We will collect two-week samples for a three-year period beginning Jan. 1, 2018 to establish our facilities’ baseline performance. Data will be reported publicly via this website following the first 60 days of collection (March 1, 2018). After establishment of the baseline, we will analyze for any statistically significant increases in the concentration of benzene.
If such an increase is noted, then written notice is provided to the provincial government with the following information:
- The measured and calculated values relating to the increase.
- An explanation of the suspected cause of increase.
- A description of any steps taken or that will be taken to prevent, minimize, or reduce the risk of future increases.
- An indication of the date by which each step mentioned in #3 will be implemented.
- A written explanation of how each step mentioned in #3 will prevent, minimize or reduce the risk of any future increases.
